[Wishlist] Disabling prorations for subscription upgrades with dashboard and plan-level toggles

Create a toggle in the dashboard that disables prorations for all payments. OR create a toggle at the plan level which disables prorations when switching to or from that plan. 
 
 
To disable prorations on a per-request basis, set the proration_behavior parameter to none. No parameter turns off all future prorations for a Subscription. To disable prorations indefinitely, set proration_behavior to none for every request that generates prorations.
