[Wishlist] Disabling prorations for subscription upgrades with dashboard and plan-level toggles

Implemented

Create a toggle in the dashboard that disables prorations for all payments. OR create a toggle at the plan level which disables prorations when switching to or from that plan.

To disable prorations on a per-request basis, set the proration_behavior parameter to none. No parameter turns off all future prorations for a Subscription. To disable prorations indefinitely, set proration_behavior to none for every request that generates prorations.

There's now a setting for this in Settings → Stripe: "Proration when members switch plans", which includes a No proration option. It applies to plan switches in the Stripe customer portal and is app-wide rather than per plan.
