How to show elements to all users but trigger different actions based on login status?

Hello, all! 

I'm stuck in one issue and it would be appreciated for your help!

I know we can make conditional visibilities for logged-in members. 

But what I want to do here is show elements for all users (logged in or not),

but set different actions. (I want logged-in members to go to cms-linked url, but for non-logged in members to meet signup/login modal before going to action) 

Anyone who solved this issue?
