[Wishlist] I want the set up fee to be annual instead of just a 'one-off'

1) The problem → I want the set up fee to be annual instead of just a 'one-off' - What I’m actually trying to do is to create an annual fee for a membership, along with the annual fee there’s a monthly subscription.

2) Why is this important → For example with my membership I would be charging $59 a month but with a set up charge of $399 so I want to bill the $399 annually along with the monthly subscription

3) What's your plan B → not sure

4) Possible solutions we could build for you → Allow me to have recurring setup fees instead of one time only
